The shift to the term, comprehensive literacy, better reflects the more flexible and responsive implementation of literacy instruction and approaches (i.e. The term comprehensive literacy evolved from balanced literacy to more clearly convey that effective literacy instruction contains specific key components (i.e., oral language, reading, writing, and media literacy).
